FEPs have a neat trick that they hash the title of and so avoid name collisions. The idea of NIPs was to move fast and break things. It was so the early clients could align. You could argue that process has been a success. Though some of them were designed quickly and not thought through-for the long term. Technical debt has built up, though not to falal levels. Much will need replacing in the medium-term if nostr is to scale and level up. FEPs are moving to a 3 stage approach: 1. experimental 2. deployed 3. mature standard. Discovery of NIPs I think is important, it should not just be github, it should allow other places like codeberg, in a meaningful way.
