Perhaps there is a misunderstand around #pubky. Nostr is a censorship-resistant network built on DNS. Pubky is a censorshp resistant network built on BitTorrent. Anyone can build on it, or create a system based on it, depending on how much censorship resistance you are looking for. The pubky app is simply one of many possible systems built on the protocol. Nostr could adopt it, but most devs have chosed to stick with DNS, so far. Here is an explanation from the docs:
